Systems Programmer | Information Technology Division.

Reporting to the Chief Systems Programmer, the Systems Programmer is responsible for the design, development, testing, implementation, and documentation of bespoke applications. This includes modification, enhancement, and support of both existing in-house systems and commercial software. In a cross-functional environment, the Systems Programmer collaborates with business analysts, Data Base Administrators, architects, and other developers to produce reliable, secure, and high-performing software solutions aligned with CIMA’s standards and strategic objectives.
RESPONSIBILITIES:
The successful candidate will:
• Implement new or updated software systems using Microsoft technologies (e.g. .NET, ASP.NET MVC, .NET Core) and modern web standards (JavaScript, React, Angular), following direction from senior architects;
• Build RESTful APIs or web services using MVC, MVVM, or equivalent design patterns to ensure scalability, maintainability, and adherence to coding standards;
• Write high-quality, maintainable code subject to peer reviews and unit testing, leveraging version control (e.g. Git) and DevOps pipelines (e.g. Azure DevOps);
• Optimise performance and ensures code interoperability across multiple systems, proactively identifying dependencies and mitigating potential conflicts.
• Investigate advanced technical issues or performance bottlenecks with systematic debugging tools and techniques, identifying root causes and potential resolutions;
• Collaborate with the Software Quality Assurance Analyst(s) and Business Analysts to define or refine test plans, including unit tests, integration tests, and acceptance criteria for new features or fixes;
• Implement robust error handling and logging strategies to facilitate swift resolution of production incidents;
• Engage with Solution Architect to confirm alignment with the overall solution architecture, ensuring designs reflect established enterprise strategies;
• Provide technical assessments (e.g. feasibility, complexity) to Business Analysts and Project Managers, identifying potential risks and dependencies;
• Mentor Junior Systems Programmers by sharing best practices in coding, unit testing, and secure development, fostering a culture of quality;
• Maintain detailed user, system, and programmer-level documentation for all development work, following divisional standards and regulatory expectations;
• Conduct code peer reviews, retrospectives, or post-implementation analyses to identify areas for technical or procedural improvement.
REQUIREMENTS:
The minimum qualifications required to successfully perform the job are as follows:
• A Bachelor’s degree in Computer Science or Information Systems; and
• Five (5) years of experience working as a Software developer or Software Engineer developing robust n-tier application codes within a structured development environment.
• Proven proficiency in Microsoft technologies (C#, ASP.NET, SQL Server) and modern web development (JavaScript, React, Angular, RESTful APIs).
• Working knowledge of project management and development methodologies (Waterfall, Agile) and familiarity with Jira, Azure DevOps, or equivalent tools.
• Strong knowledge of .NET frameworks (ASP.NET MVC, .NET Core), object-oriented programming, and web technologies (JavaScript, TypeScript, HTML/CSS).
• Experience with design patterns (MVC, MVVM) and relevant tooling (Git, CI/CD pipelines), guided by established architectural standards.
• Proficiency in database design and development (SQL Server, T-SQL, stored procedures, triggers), emphasising performance and reliability.
• Ability to build, test, and integrate APIs or web services, ensuring secure, scalable, and maintainable integration points.
• Demonstrated unit testing, debugging, and troubleshooting skills, employing structured approaches to resolve complex application issues.
• Excellent communication skills, adapting technical language for diverse audiences, including architects, analysts, and non-technical stakeholders.
• Familiarity with Agile or Waterfall approaches, comfortable using tools like Jira or Azure DevOps to plan and track project tasks.
