Chief Analyst - VASD and FinTech Innovation Unit.

Reporting to the Deputy Head of the respective division, the Chief Analyst is responsible for providing assistance and supervision to an assigned team as well as support to the Deputy Head and the Head to achieve the legislative requirements and the goals and objectives of the Division and CIMA.
The Chief Analyst leads the team to ensure that the full range of supervisory and regulatory functions of the Division is carried out in a timely and efficient manner and that the records of licensees and registrants are compliant with regulatory requirements.

RESPONSIBILITIES:
The successful candidate will:
• Lead, delegate and oversee the registration, licensing and waiver process;
• Lead and participate in the risk assessment and due diligence assessments of entities regulated for the purposes of the Virtual Asset Service Providers Act, as amended;
• Plan, delegate and evaluate the off-site monitoring and on-site inspection processes of entities regulated under the Virtual Asset Service Providers Act, as amended;
• Review inspection reports to identify complex and serious regulatory or risk management issues and attend and chair meetings with regulated entities (including high risk) and or auditors;
• Lead in the development of regulatory policies, procedures and supervisory guidance for the virtual asset sector;
• Oversee the reviews and analysis of applications for all sandbox licences;
• Monitor activities of sandbox licensees ensuring compliance with sandbox rules/criteria and any imposed conditions;
• Make recommendations on the exit strategies of sandbox licensees in respect of their transition to the licensing/registration Virtual Asset Service Providers regime or any other legislative framework as necessary;
• Make recommendations on the revocation or extension of a sandbox licence as well as the imposition or waiver of conditions;
• Manage, delegate, and supervise the work of an assigned team and work in conjunction with other CIMA divisions for an effective risk-based supervision of regulated entities;
• Collate statistics, analyse collected data and research best practices and international standards for meaningful assessments by other standard setting bodies;
• Prepare the divisional Board and Annual Reports, budget reports, onsite inspection schedules and any other reports as necessary;
• Assist with special projects such as policing the perimeter and make recommendations accordingly; and
• Assist with reviewing and responding to the requests from overseas regulatory authorities and the relevant international standard setting bodies.

REQUIREMENTS:
The minimum qualifications required to successfully perform the job are as follows:
• A Bachelor’s degree in a relevant field from an accredited institution. Preference given to degrees in Computer Science, Mathematics or Finance related fields; and five (5) to seven (7) years’ experience in the securities/virtual assets industry (including crypto-currency, blockchain or related technology), with three (3) years of supervisory/management experience;
• Experience within a regulatory or supervisory body would be an asset;
• A professional qualification in fintech, virtual assets or AML/CFT Compliance and Risk Management or a professional designation such as CPA/CA/CFA/CAIA/CISA is highly desired;
• Significant knowledge in using blockchain analytic tools would be an asset;
• Significant knowledge of auditing and accounting principles and comprehensive analytical skills;
• Significant knowledge of the Cayman Islands financial services Laws, Regulations, and relevant Rules, Statements of Guidance and Policies including AML/CFT;
• Significant knowledge of international practices relating to the supervision of virtual asset service providers;
• Significant knowledge of emerging virtual asset services supervisory techniques, and up to date knowledge of domestic and international financial and economic events;
• Excellent verbal and written communication skills with the ability to articulate technical information and problem-solving skills; and
• Proficiency in Microsoft Office applications, such as MS Excel, Word and PowerPoint.

Salary: CI$92,446 - $114,843 per annum.
