Reporting to the Deputy Head of Internal Audit (“DHOD”), the Audit Project Manager is responsible for delivering and managing a range of small to large complex audit engagement projects and will coordinate and conduct the planning, execution and reporting activities of the entire assigned audit engagement projects. This will include analysis and reporting of audit issues, managing relevant administrative tasks, and maintaining good client relationships in accordance with the established Internal Audit policies and methodologies. Audit findings and recommendations developed by the Audit Project Manager will form the basis of the audit reports that are submitted to the Board/A&FSC and for implementation within the Authority.

RESPONSIBILITIES:
The successful candidate will:

• Apply effective project management skills to plan, coordinate and undertake operational, performance, compliance and IT assurance audit engagements in accordance with the approved Internal Audit Plans, policies and procedures, and in accordance with the IIA Standards and agreed audit budgets and projects;

• Research and analyze pertinent laws, rules, regulations, policies, procedures, reports and other relevant operating and performance information as well as relevant international best practice in order to formulate appropriate audit objectives, scope, criteria, work programs and test procedures for each audit engagement;

• For each audit engagement, develop a detailed understanding of the strategic objectives, key risks, and internal control processes that have been established by management;

• Monitor the quality of Internal Audit’s service delivery to ensure compliance with the Internal Audit quality assurance programme and adherence to the Professional Internal Audit Standards;

• Liaise and communicate effectively with CIMA’s senior management and relevant CIMA staff, as well as external parties as required, in order to execute audit engagements effectively;

• Liaise closely with the Chief Risk Officer to ensure that Internal Audit is relying on the most upto-date and accurate divisional and enterprise-wide risk registers for the effective alignment of the Internal Audit Plan; and

• Maintain effective relationships with CIMA’s HODs, DHODs and Divisional staff to discuss and solicit their views and satisfaction with Internal Audit’s performance and services on audit engagements to support continuous improvement in Internal Audit’s process and services.

REQUIREMENTS:
The minimum qualifications required to successfully perform the job are as follows:

• Bachelor’s degree in accounting, Auditing, Business Administration, Public Administration, Finance or a related field;

• A professional Internal Audit qualification/certification such as Certified Internal Auditor (CIA) or international equivalent), CPA, CA, or ACCA will also be considered;

• At least five (5) years’ experience in senior auditing roles, at least 3 of which should involve planning and conducting internal audits in accordance with the IIA Standards for the Professional Practice of Internal Auditing with significant experience in assessing and evaluating financial, operational and governance systems, processes and internal controls;

• Relevant Professional Certifications such as CFE, CISA, or CRMA certifications would be desirable;

• Master’s degree/Postgraduate Diploma in Accounting, Auditing, Business Administration, Finance, or related field would be desirable;

• Experience in conducting information technology audit, conducting investigations; using data analytics and using automated audit software would be desirable;

• High level interpersonal and diplomacy skills, with the ability to communicate effectively and professionally with various individuals on varying and sometimes sensitive/confidential subjects;

• Excellent oral and writing skills, including report writing and presentation skills; and

• Strong analytical, critical thinking, problem-solving, project management and time management skills.
