We are seeking an experienced candidate to join our diverse and expanding team in the position of:

Chief Engineer

Orchid Development is a division of the Flowers Group of companies. Orchid Development manages and provides maintenance services to the Cricket Square properties, Flowers Apartments, Middle Ground Apartments, Eucalyptus Building and Orchid Village rental properties. In addition, maintenance services are provided to The Club and Flowers Restauranteurs, with kitchens and associated food & beverage outlets.

The Chief Engineer plays a vital role in ensuring that the engineering and maintenance operations within the organization are managed effectively along with ensuring mechanical, electrical, plumbing and fire systems (MEPF) are properly maintained. Cricket Square is at an exciting stage of development with a new LEED Gold Certified 150,000 sq ft Commercial Office building completed in Early 2026, adding to the existing properties. With over 420,000 sq ft of office space and ongoing plans for further development this role is critical to the success of building operations, ensuring safety, business continuity and seeking opportunities to be more efficient and effective.

The Chief Engineer is responsible for the strategic leadership, management, and oversight of all engineering, maintenance, construction, facilities, landscaping, plumbing, HVAC, electrical, mechanical, and infrastructure operations across the organization's portfolio of office complexes and commercial properties.
This position ensures that all facilities, systems, equipment, and grounds are maintained to the highest operational, safety, environmental, and regulatory standards while supporting the organization's business objectives. The Chief Engineer is responsible for developing preventative maintenance programs, capital improvement projects, construction oversight, budget management, contractor supervision, regulatory compliance, and the leadership of multidisciplinary facilities teams.
The Chief Engineer serves as the organization's senior technical authority and provides expert guidance on all engineering and facilities-related matters.

Responsibilities:

Leadership & Management
• Provide overall leadership and direction to the Engineering and Facilities Department.
• Develop departmental goals, objectives, policies, and procedures.
• Recruit, train, mentor, and evaluate engineering and maintenance personnel.
• Establish performance standards and accountability measures for all team members.
• Promote a culture of safety, service excellence, professionalism, and continuous improvement.
• Manage workforce planning and succession planning initiatives

Service Delivery

• Manage reactive and preventative MEPF maintenance services including kitchens.
• Schedule and assign service calls to technicians and contractors efficiently.
• Monitor job progress and ensure timely completion of tasks.
• Maintain quality standards in service delivery.
• Address customer complaints and resolve issues promptly.
• Make electronic records, administer and manager the service and record process using Maintenex software and seek service improvements with review, recommendation and implementation of software to enhance service performance and efficiency.
• Use and oversee the use of Building Management Systems (BMS). Seek improvements on its utilisation and development.
• Obtain quotes, review costs and recommend efficiencies, working closely with accounts department, Maintenance Manager and Chief Executive Officers.

Facilities Maintenance

• Establish and manage preventative maintenance programs.
• Ensure timely completion of work orders and maintenance requests.
• Implement predictive maintenance initiatives to minimize downtime.
• Monitor facility condition assessments and prioritize repairs.
• Ensure all assets are maintained in accordance with manufacturer recommendations and industry standards.

Construction & Capital Projects
• Lead construction, renovation, and capital improvement projects.
• Review engineering drawings, specifications, and project plans.
• Coordinate with architects, consultants, contractors, and vendors.
• Manage project schedules, budgets, and quality standards.
• Ensure construction projects comply with applicable building codes and regulations.
• Conduct project inspections and acceptance reviews.

HVAC Operations
• Oversee installation, maintenance, repair, and replacement of HVAC systems.
• Ensure optimal energy efficiency and operational performance.
• Monitor indoor air quality standards.
• Manage preventative maintenance programs for HVAC assets.
• Ensure compliance with refrigerant handling and environmental regulations.

Plumbing & Mechanical Systems
• Oversee all plumbing and mechanical infrastructure.
• Ensure proper operation of water supply, drainage, sewage, and irrigation systems.
• Manage preventative maintenance and emergency repairs.
• Coordinate major system upgrades and replacements.

Safety & Regulatory Compliance
• Ensure compliance with all applicable laws, regulations, and standards.
• Maintain compliance with:
• Occupational Health and Safety requirements
• Fire safety regulations
• Environmental regulations
• Building codes
• Engineering standards
• Energy efficiency requirements
• Lead safety audits and inspections.
• Investigate incidents and implement corrective actions.
• Maintain emergency preparedness and disaster recovery plans.

Financial Management
• Develop and manage departmental budgets.
• Monitor operating expenses and capital expenditures.
• Identify cost-saving opportunities without compromising quality or safety.
• Review and approve procurement requests.
• Manage vendor contracts and service agreements.
Prepare financial forecasts and reports.

Vendor & Contractor Management
• Select, negotiate, and manage contractors and service providers.
• Evaluate contractor performance.
• Ensure all contractors meet insurance, licensing, and safety requirements.
• Review bids and recommend contract awards.
• Monitor service-level agreements

Asset Management
• Maintain comprehensive asset inventories.
• Develop asset lifecycle replacement strategies.
• Monitor equipment performance and reliability.
• Recommend replacement and modernization initiatives.
• Utilize computerized maintenance management systems (CMMS).
Sustainability & Energy Management
• Lead energy conservation and sustainability initiatives.
• Monitor utility consumption and identify efficiency opportunities.
• Implement environmentally responsible engineering practices.
• Support green building and sustainability programs

Reporting
• Prepare executive reports on engineering operations.
• Present capital project updates.
• Report on maintenance performance metrics.
• Monitor and report key performance indicators (KPIs).
• Provide recommendations for operational improvements.

Inventory Management:
• Maintain inventory records of tools, equipment, and spare parts necessary for MEPF service and repair.
• Regularly assess tool and equipment condition and arrange for repairs or replacements as needed.
• Coordinate with procurement department to ensure timely acquisition of required tools and parts.
• Develop and implement inventory control procedures to minimize loss or theft, working with Inventory supervisors.
• Conduct regular audits of inventory to reconcile discrepancies and optimize stock levels.

Education/Experience

• Bachelor’ Degree in Engineering or related engineering discipline.
• 10–15 years of progressive engineering and facilities management experience.
• Minimum 5–7 years as a Chief Engineer or in a senior management or leadership role.
• Experience managing large commercial office complexes, mixed-use developments, or institutional facilities.
• Experience overseeing multidisciplinary maintenance teams.
• Experience managing capital projects and construction activities.
• Experience with HVAC, electrical, plumbing, mechanical, landscaping, and building systems.

Preferred Experience
• Experience overseeing multiple facilities or campuses.
• Experience with building automation systems (BAS/BMS).
• Experience with sustainability initiatives and energy management.
• Experience managing large operating and capital budgets.
• Master’s degree in engineering or related engineering discipline.

Professional Certifications
One or more of the following certifications are strongly preferred:
• Professional Engineer (PE)
• Chartered Engineer (CEng)
• Certified Facility Manager (CFM)
• Facilities Management Professional (FMP)
• Project Management Professional (PMP)
• Certified Energy Manager (CEM)
• LEED Accredited Professional (LEED AP)
• HVAC Excellence Certification
• ASHRAE Certification
• OSHA Safety Certification (or equivalent)
• First Aid and CPR Certification

Knowledge, Skills & Abilities

• Proven experience in MEPF and related maintenance services for commercial offices, kitchen and residential.
• Proven experience in regulatory compliance, risk, budget, change and vendor management.
• Comprehensive knowledge of commercial building operations, landscaping and irrigation systems, construction management, preventative maintenance programs, building automation systems, occupational health and safety regulations, environmental compliance and budgeting and financial management.
• Strong leadership and team management skills.
• Excellent communication and interpersonal abilities.
• Proficiency in computer applications related to service management.
• Ability to work under pressure and handle multiple tasks simultaneously maintained and serviced to all buildings.
• In-depth understanding of MEPF systems and building codes
• Strong organizational, project management, negotiation and problem-solving skills
• Ability to quickly identify and resolve issues that arise on a daily basis.
• Ability to plan ahead, identifying opportunities for improvement and implementation of robust scheduling for preventative maintenance.
• Provide guidance and support to maintenance team, enabling them to develop and train, ensuring quality services.
• Precision in reviewing designs and overseeing installations to ensure compliance and quality

Physical Requirements
• Ability to conduct site inspections across multiple properties.
• Ability to access mechanical rooms, rooftops, construction sites, and operational facilities.
• Ability to respond to emergencies outside normal business hours when required.

Working Conditions
• Office environment combined with regular field inspections.
• Exposure to construction sites and maintenance operations.
• Participation in an on-call rotation for emergencies.
• Occasional evening, weekend, or holiday work as required

Salary: Starting at CI $125,000- $145,000 per annum, plus a competitive compensation package commensurate with relevant experience and qualifications.
